Can a foreigner own a Thai company outright?

It depends on the business activity. Many service and trading activities fall under the Foreign Business Act and need a Thai majority, a Foreign Business License, or a promoted BOI path. Treaty of Amity companies for qualifying U.S. nationals are a separate route.
